One wonders of the motivations behind it.
Money, plain and simple. Some just look at it as business and there are times when the sum of all the parts individually, is more than the item whole.
Think what a revolver would cost, if you had a blank frame with sideplate and then bought each part separately at spare part retail prices.

I have built several guns from bare frames and parts that I collected on ebay. I happened to knock down a couple of basically unfired bare frames on Gunbroker that were sold by Toltec. It is only worth doing if the price is very low and the sideplate that was with the frame is included. If you buy a cylinder assembly try to get the hand from the same gun from the seller. It is a plus if the firing pin, spring, pin, dedent ball, spring and screw are still in the frame.
I never knew the reason Toltec broke them up. Others parts kits I think are from Law Enforcement buy back programs. They destroy the frame.

I know this is an old post.
I am seeing a lot of the "cut frame" destroyed guns showing up. Some even with the frame minus the SN section. Makes me want to cry, but is better than melting it down. Usually the external parts are not in great condition though. I am betting this is most of the "part kits" from the police evidence locker or turn ins as stated up above this. I wonder how you get on the list to buy these? I know a Gunbroker seller that buys a bunch of intact guns from Police auctions, but rarely gets only parts. I saw an NFA he got all the parts minus the receiver once, but that is understandable.
