My name is Marco and a proud owner of a DW 715, wich I've picked up for 295 euro (US$ 399) in mint condition. It took 4 long months to get my permit. And also a lot of paperwork. For those who want to know: You've got to be a member of a Shooting club with is connected to the KNSA (Royal Dutch Shooting Association) for at least a year. In the last 12 months there must be 18 registered visits (and actually fired a gun). Fill in a bunch a forms, drop them off at the policestation (dpt. Special Laws) and wait.
This is in a nutshell.

Sounds like you got a pretty nice deal on your 715. After dealing with all the paperwork & the long wait, I imagine that it makes a new gun purchase even more appreciated. Way to go!

That looks like a fixed-barrel 715. Am I correct?
Your restrictions on acquiring a gun sound almost as draconian as in California.
Sorry, I realize that they are actually worse. I'm not poking fun at your system, but at California's system.

I haven't told even the half of it:
First of all, go to the Gunshop. Buy the one you're interested in. No need to pay for the hole, nothing or a deposit is fine. Can't take it home yet, just the receipt.
The club fills in a WM3 form. With this, the receipt, a copy of your passport or drivers licence, a total copy of your register (a lot of pages) an 2 photos of yourself. Really don't forget the photos! I did it, that's why it took so long. The police spoke into my voicemail which I thought I didn't have.
After a while you'll get a notice that it's okay to buy a gunlocker or storage. The lockers must be firmly attached to wall or floor or it must be too heavy to lift. Ammunition must be stored in a different lockable compartiment. Take a lot of pictures and mail those.
When that's in order you'll get your permit, a form to obtain your firearm and offcourse a bill for appx. US$ 20.
Within 2 weeks you have to show the firearm to the police. They will check the serial etc. etc.
Once a year they'll visit you unannounced and check again.

Sometimes we forget how good we have it here.
When I bought my Dan Wesson, I got an email from SHOOT saying he'd sell it to me for the price I'd offered … then we met in a Taco Bell parking lot, he showed me the gun on a gun rug on the trunk lid of his car, completely out in the open.
Then I handed him cash (I was so enamored with the new piece I almost forgot this part ... but SHOOT reminded me :p ... and I think we frightened that asian couple parked next to us because they scrammed when SHOOT pulled the gun out). Only reason there was any paperwork is because SHOOT wanted a bill of sale for his records (but it was completely optional under the law).
Over the years I've bought and sold several guns under similar cirmstances.

Anyway, Marco … if you were to buy a pistol pack over there would you have to go through the proccess for each barrel or do they consider the reciever the gun like they do here (and thus you could just order more barrels without a lot of paperwork and wait)?

Not this year, ask that question in a couple more years.
The Fixed Barrel guns were made in the Palmer plant. The Palmer plant was in business from 1992 to 1996. It's unclear yet if the FB guns were made during the entire Palmer time, or if they ceased sometime prior to '96, but at least you have an approximate build date.

Yesterday was the first time I shot with my DW, the first 10 were shattered all over the target. Adjust, adjust, adjust..last 15 all in black. Shot at 25 meters (82 feet).
Even my girlfriend (who always shoots with .22) enjoyed it. Although she thought it was a cannon.
