Seems pretty unfortunate, but as long as this policy is rigorously followed in every instance, so be it.
What are the chances this policy was enforced during the time that the Commander in Thief was elected and then re-elected?

I went to a bookstore and asked the saleswoman "Were is the Self Help Section?" She said if she told me, it would defeat the purpose.

Selective I'm certain. I remember Ann Arbor in the 70's. Every ant-anything kook could do whatever they wanted, wherever they wanted, whenever they wanted. Including taking over buildings.
I had a classmate who had most of his face removed when a SAM took out his F4 instrument panel. He was a few years older and had spent like 4 years in hospitals. He invited me to go hear his former CO talk at the ROTC building. We were told by campus cops that we had to remain inside the building. The University told the group "we had to be sympathetic to the influence of uniforms o our fellow students". And that my friends was a (grudgingly) sanctioned event at a University building.
Go figure.
