So I had a conversation today with my son, who pointed out that he probably would not be paid on time next week, April 15. In addition, may leaves are cancelled, there is no non-mission critical travel, scheduled training schools are on hold, etc. GI Bill payments will be suspended, VA disability payments are at risk, ...
Of course, they still need to report for work, the women and men serving in three conflicts will continue to get shot at, their families won't get their housing and subsistence payments, etc.
So the congress critters who can't/won't do their jobs will continue to be paid, it's Constitutionally mandated and not subject to budgetary concerns.
The military personnel who won't be paid are required to continue doing their jobs, because they have sworn an oath to do so.
Secretary Gates addressed troops in Baghdad recently, and when asked about this issue, replied:
"As a historian, it always occurred to me that a smart thing for
government was always to pay the guys with guns first," Mr. Gates
jokingly added.

I remembered when it happened back in 96... I son't think I received my full pay for at least a month afterwards.
We are already prepping for the worst---a lot of civilians work with me, and they will not be reporting to work if this goes through.
I'll still report in, I'll get paid when the funds become available. Luckily my family doesn't live paycheck to paycheck--many military families do.

Military pay will stop, if no measures are agreed upon, at midnight 8 APR.
What that means is the midmonth paycheck will be for one week- providing no agreements are reached before the 15th.
Once a new budget is passed, or a stop-gap measure is emplaced, pay will resume and backpay will be authorized.
Not an issue for those with some savings or a good line of credit. Unfortunately, that doesn't include a majority of Soldiers under the grade of E7.
No doubt, there will be issues, but there'll be measures emplaced at the local level to take care of those most needy.
I think this is the third time it's happened to me in 27 years however pay was protected during the other two for those on active duty.

MILITARY PERSONNEL ARE NOT SUBJECT TO FURLOUGH. ACCORDINGLY, MILITARY PERSONNEL ON ACTIVE DUTY, INCLUDING RESERVE COMPONENT PERSONNEL ON ACTIVE MILITARY DUTY, WILL CONTINUE TO REPORT FOR DUTY. IN ADDITION TO CARRYING OUT "EXEMPT ACTIVITIES," MILITARY PERSONNEL ON ACTIVE DUTY MAY BE ASSIGNED TO CARRY OUT "NON-EXEMPT ACTIVITIES" IN PLACE OF FURLOUGHED CIVILIAN PERSONNEL, TO THE EXTENT THAT THE "NON-EXEMPT ACTIVITY" IS CAPABLE OF PERFORMANCE WITHOUT INCURRING NEW OBLIGATIONS. MILITARY PERSONNEL WILL RECEIVE NO PAY AND ALLOWANCES DURING THE SHUTDOWN. HOWEVER, PAY AND ALLOWANCES WILL ACCRUE DURING THE SHUTDOWN PERIOD AND BE PAID UPON TERMINATION OF THE SHUTDOWN.

My understanding is that the mid-month paycheck will be calculated as follows:
Full Gross Pay
- Standard Deductions on Gross
- 50% of Gross
So all of the full pay deductions will be taken out of what amounts to half of the Gross? Can this be correct? Not possible!
It's not just Military, FBI, CIA, ICE, etc. FHA shuts down so all those mortagage applications pending stop? VA benefits? GI Bill benefits? FDA? SSA? You can bet IRS will keep running!
This being mis-identified as a "shut down", critical functions are not shutting down. The shut down came weeks and months ago when our Representatives did not do their jobs.
That weasel Sen. Richard Blumenthal (D-CT) graciously stated that he would not accept his salary until the crisis is resolved. The roots of this crisis won't be resolved for years, buddy. He also pointed out that he has only been in the Senate for about 3 months, as if that makes him less responsible. Dick, you're not there on a Learner's Permit, you're there to do the job.

There is a representative (Rep. Sanchez) from the fine state of California who told reporters when asked if she would be giving up her paycheck
"I have to tell you, I live paycheck to paycheck, like most Americans,” she said Thursday afternoon on MSNBC. "It's very difficult for me to say, ‘Hey, I can give up my paycheck,’ because the reality is, I have financial obligations that I have to meet on a month-to-month basis that doesn't make it possible for me.”

She makes $174,000 a year, and is living paycheck to paycheck? Maybe thats part of the problem with government spending. People like that are driving this bus. Rep. Sanchez, you and your buddies had a whole year to carry out your Constitutionally mandated duties. 6 months later, you still don't have a budget hammered out? If I refused to do my job, I'd probably end up in jail. She just get's re-elected.
Rep. Sanchez, I have a proposal for you. Let's trade jobs. I bet I can do a better job than you, and to top it off, we can keep our respective paychecks.

Now on to the no pay thing. I understand it. Stuff happens. It's spelled out quite clearly in my contract that I am entitled to pay and other benefits. The next line goes on to say that those benefits are subject to change at any time and I'm still expected to do my job. Not a problem. Most of us didn't join for the paycheck. We owe it to the American public and to each other to push forward and give our best effort. To do any less (which many normal people may not fault us for) goes against everything we stand for, and I will not tolerate it. We have a job to do, and it will get done.
I will say I've seen my shipmates do some incredibly stand-up things today. We have a few members who are teetering on the edge financially, but they are taken care of.

Steve, we have our eldest Senator offering the same thing LINK. Although it's hard to say is he's merely doing this because his head may be on the chopping block, come next election. I have yet to check up on the rest of our Utah representatives.

I can't snip out any more of Freerider's thoughts here, because they're all spot-on & very relevant! These friggin' House-n-Congress representatives we have, have had plenty of time to hash out a friggin' budget for this fiscal year (which started in 10/01...well within the Dem's control, I may add). Today those stupid Democrats are trying to blame it on the Rebublicans (who aren't much better), as though it's only their fault.
These days, this country is being led by a bunch of college idealists...a bunch of "this looked great on paper" types...or at the least a bunch of..."Gee, this isn't whaty my economics professor said it would be" types. Which of course turned out to be real world exclamations along the line of "holy sheit, what have I done!!" The friggin' idiots.

I know that this is slightly off-topic but...
If you start with a cage containing five monkeys and inside the cage, hang a banana on a string from the top and then you place a set of stairs under the banana, before long a monkey will go to the stairs and climb toward the banana.
As soon as he touches the stairs, you spray all the other monkeys with cold water. After a while another monkey makes an attempt with same result ... all the other monkeys are sprayed with cold water.
Pretty soon when another monkey tries to climb the stairs, the
other monkeys will try to prevent it.
Now, put the cold water away.
Remove one monkey from the cage and replace it with a new one. The new monkey sees the banana and attempts to climb the stairs. To his shock, all of the other monkeys beat the crap out of him.
After another attempt and attack, he knows that if he tries to climb the stairs he will be assaulted.
Next, remove another of the original five monkeys, replacing it
with a new one. The newcomer goes to the stairs and is attacked. The previous newcomer takes part in the punishment... with enthusiasm.
Then, replace a third original monkey with a new one, followed by a fourth, then the fifth. Every time the newest monkey takes to the stairs he is attacked. Most of the monkeys that are beating him up have no idea why they were not permitted to climb the stairs.
Neither do they know why they are participating in the beating of the newest monkey.
Finally, having replaced all of the original monkeys, none of
the remaining monkeys will have ever been sprayed with cold
water. Nevertheless, none of the monkeys will try to climb
the stairway for the banana.
Why, you ask? Because in their minds...
that is the way it has always been!
This, my friends, is how Congress operates... and is why,
from time to time, all of the monkeys need to be REPLACED AT THE SAME TIME.
