As the post shows, I'm from the great Democratic state of Connecticut. Personally I'm an Independent that votes more on the Republican side. With that said, I have been looking into getting my permit to carry again. I screwed up and let it lapse. I went to this web site and read over the instructions and printed the necessary forms and within the next week or so will be going for my local permit. In CT you need a local permit (town) before going for the state permit.

Shortly after getting my State permit to carry, I'll be seriously looking for my first DW. I'm planning on a wheel gun, 44mag.
How is it in your state to get a permit to carry???

Texas is a "shall issue state". For first time applicants one must attend a two day class. This class includes practical and written testing. The student must bring their own firearm and ammo. If you test with a revolver, you can only conceal carry a revolver. If you test with a semi auto then you can carry either. If the applicant pass the tests they must submit an application, finger prints, a photograph and money to the state. If the applicant pases a background check a conceal carry license will be issued. This first license is good for 4 years.
To renew you must attend a one day refresher course and pay another fee. The renewed license is good for 5 years.
Texas has a "traveling" law which allows anyone (without a criminal record) to conceal carry in their automobile without a license. Caution with this law though, as some District Attorneys are ignoring it.
As of yet, Texas does not allow open carry.
* EDIT * Clarification - a person can open carry on their property, or on another's private property with consent, but not in public.

Virginia is also a "shall issue state". You have to take a concealed carry class which usually last about 4 hours. Once you have your certificate you submit your application at the court house in your town or city.
Some localities make you go before a judge however I did not have to do that. The permit is good for five years. All you have to do is submit your renewal application in advance of your expiration date with you fee.
You are allowed to open carry in Virginia as well.

PA is a shall issue state also. No test or course is required. You submit an application to the sheriff's office and wait for no more than 60 days. If your background check goes through you get a permit which is good for 5 years. The law dose not prohibit open carry and I was told does not require a permit to do so, just concealed carry, but the police don't like open carry.

mox has posted the basics for CT, the reality is that many local PD's have taken GREAT latitude in creating obstacles, like:
1) Requesting letters of reference from citizens of your town stipulating their opinion regarding your stability and suitability for a Carry Permit
2) Accepting applications and taking fingerprints on a very limited basis and by appointment. At least one city requires an appointment, and reportedly allows scheduling for a maximum of two appointments per month
3) Many towns are currently running processing timeframes far in excess of the eight week maximum stipulated by State regs. There is simply no valid way to appeal the up to six month processing time in some localities
My experience over five years ago was pretty good, with no major problems, took about six weeks as I recall. Renewal recently required minimal time, although proof of identity and address has ramped up somewhat.
The real struggle in CT right now is a very active and concerted challenge on Open Carry. The Permit is a Permit to Carry, with no stipulation on "Concealed". Some police departments are reacting by citing Open (and poorly Concealed) Carriers under Breach of Peace statutes, and the they believe that they have the authority to rescind a Permit.
Interesting that CT and MA, the historical Cradle of American firearms development and manufacture, are so gun unfriendly. In CT we still have the AWB ban, and MA is worse all the way around. On the other hand, it's not NY or CA.

Very good, I have forgotten about all that stuff.
However, now the stated requirements don't seem to require a character reference, and also, I noticed the form doesn't ask why you want a permit, the old form did and my answer then was for possible employment.
Today, my answer would still be the same especially with the high umemployment rates, but no need to answer that stupid question.
I'll keep this thread updated as to the progress.

The State requirement does not refer to character references, MANY local PD's are asking for them. Any idea where you're doing your Class?

In Georgia its simple$$$$. $40 for a back ground check, $15 for fingerprints, $15 for paperwork with the local probate judge. Takes about a week. Probably one of the few things the computer age has made quicker.

The Hot item right now is a Utah Permit, but there are a fair number of exceptions to look out for. Several states are reciprocal with CT, however CT is non-reciprocal with them

You should check with your local PD, I believe that it needs to have been done in the past year (maybe 2). Not certain on this. Are you in a town with a PD? Resident Trooper? State Police coverage? Unfortunately, whether or not it's legal, local departments attach some requirements that are maybe not valid, but there is no viable way to overcome some of these things. CT requires the NRA equivalent class and it must include range time.

Resident Troopers are supposed to be much easier to work with, and more responsive than local PD. Also, DPS makes the rules, and the State Trooper is DPS.

In NY you must have a concealed carry or premisis permit to own a handgun. There is no open carry. NY is a non-reciprocal state. There are a few state that will honor NY's permit.
To get your permit you fill out an application with 4 referances, finger prints and passport sized photo. It's submitted and the 4 referances have to fill out a letter from the Sheriffs dept on your "character" and have it noterized. When all 4 referances are returned a judge reviews the application and if all is in order the permit is issued. It is good until revoked or surrendered. There is no renewal fee or time peroid. Each handgun you acquire has to be registered at the Sheriffs dept and a $3.00 fee paid.
