It's kinda hard to hear whether he said have or haven't, he sorta mumbles there. I think a few more hair plugs will help fine tune the mumbling.

I do believe the man used the contraction "I've" not have or haven't. Does this guy remind anyone of Dan Quayle?

Joe Biden's ability for original thought and honest expression have been questionable for a long time.
