Whats the scoop ? Bill run over your favorite dog ? ? ?

No but he helped engineer the 1994 Assault Weapon Ban so he would have a leg up on the competition.

Here's a couple of great quotes from the ole turncoat bastard (from an interview with Tom Brokaw):

"No honest man needs more than 10 rounds in any gun."

and

"I never meant for simple civilians to have my 20 or 30 round magazines or my folding stock."

and

"I have no problem with waiting periods."

Bill Ruger was a traitor to American gun owners (and America in general if you ask me) and if it wasn't for the fact that Ruger has gone way out of its way to retreat from the anti gun attitudes of Bill Ruger I'd still be boycotting them to this day.

But Bill's dead and the boy's at Ruger are good folk that support our gun rights so Ruger is alright by me now.

Sounds like I've got some reading to do, I wasn't aware of Bill Ruger's opinion on these things.

After doing some research and closer examination of the Bearcat, it looks like this one was actually manufactured in 1959.  That 0 is actually a Q.  Still an awesome piece of family history!  Thanks for pointing it out, Blacktop.
