This particular Seville was loaned to Ruger for testing after the flame cutting/forcing cone erosion became an issue with the Ruger. Walter Howe, head of special projects at Ruger was friends with Jeff Munnell, one of the principal owners of US Arms when they were located in Arizona.
Not the two pin pricks on the top strap, Rockwell testing.

Really no clue. Do not know the specifics of US serialization. If you note that it was one of the first 100 Maximums produced you WOULD think the number would be lower. Did they run numbers starting at one through what ever and then just add the caliber designation, 357M, as a prefix? Meaning that there are other calibers within the same serial number range? I'll have to get that question answered, maybe give Jeff a call. Great observation! Coogs.
