Scout - yes, the barrel length as well as the overall length of the firearm is specified on the ATF Form-1. Please also note that you are dealing with ATF on this, not the FBI. They have a great website at http://www.atf.gov . And you can even submit your Form 1 online and finish it by mailing in your photos and fingerprints (and of course $200).
EDIT: Don't take my word for this, but I highly doubt that you would be hassled if the length varied +/- a couple inches. If you're talking 10 inches, then maybe yeah.

Incorrect. You can email ATF to have it removed from the registry. Actually they don’t really remove it but amend it to say it’s back to its non-NFA configuration

Yes but you can swap barrels back and forth without issue. This isn’t much different than folks like myself who have a NFA registered AR-15 lower and use several sub 16-inch uppers in various calibers for that one lower

That's true.... I was meaning sold/ transferred in that configuration

Do you have other assembled, unregistered lowers in your possession? If you do, be careful here. For example, if you have 1 assembled, registered lower, and 2 assembled, unregistered lowers along with 3 sub 16-inch uppers, you've got 3 SBR's. I'm not saying it's going to happen, but always be thinking that it "could".
