They are close, but not the same. In my experiences, H-4227 gave higher velocities than the IMR version, but it was usually a half to one grain less than IMR-4227 for the same bullet weights. That was with 180-200 grain bullets.
I have heard rumors, but can't confirm, that new IMR-4227 made in Australia is exactly the same as H-4227, whereas IMR-4227 made elsewhere IS IMR-4227.
In my guns, IMR-4227 seems like it was made for the .357 SuperMag. It works fantastic with the 180-200 grain Silhouette bullets. In the .375 SuperMag, H-4227 is THE powder with the Hornady 220 grain FP. I haven't worked with these powders in the larger 2 SuperMags.

I have loaded H4227 for years in 357 supermag and loved it. I have tried IMR4227 and the performance just doesn't match up. to get similar loads between the powders, I have found that I generally put slightly more IMR into each load. As always, start with reduced loads & work up to the performance level you want.
Didn't they stop production of H4227 a couple years ago????
