Man, it really ... depends. There are so many variables. One caliber or multiple? Pistol only or rifle as well? 500 in short time, why? Never going to do it again, or need frequent batches of that volume on continuing basis? Limited budget or is money no concern at all? Whatever solution fits some of the above may be a terrible approach for others.
I shoot roughly 8000 rounds per year and my reload total is approaching 100,000, but what has worked for me for years might not work for you at all. However, one word I do recommend over all others - Dillon. They have a solution for any reloading need. If you just want 500 one time, buy factory ammo. If you want to reload on an ongoing basis, go blue.

Dillon Square Deal B is a hell of a lot cheaper, and will deliver 1-200 rounds per hour. BUT it is pistol only and, although a progressive press, does not take all the extra gadgets like bullet or case feeders. A "best" solution really depends upon understanding your situation a lot better than we do at this point.
