^^ Correct. Some manufacturers produced cannelured brass cartridges to prevent bullet setback. Nowadays, I think it's not as pronounced and therefore just a leftover mark for identification (IMO). Doesn't matter for reloads as you may or may not use the same bullet as the OEM.
Technically, the glass is always full; half liquid, half air....

I'm not talking about the slight bulge in the case, but the indicated (red arrows) engraved cannalure further down.
