Brand new to me Model 15-2. I got four barrels, and the 8, 6, and 2.5 inch barrels are all good.
The four inch looks bad. It might have been left outside? Or in a garage?
The nut is rusted on, I can not budge it.
I have cleaned the bore, and there appears to be some pitting inside, the rifling is clear, but the flat areas between the rifling (is that "lands"?) looks like it has pitting.
Is this barrel garbage? Can I soak it overnight in a solution of WD40? Hoppes #9?
Will that damage it?
Advice?
If pics would be helpful, I will upload one or two.

Under the FAQs in the header, check out removing a stuck barrel. There are also some other great threads with guys who successfully tackled this problem, if you run a search.
Once you get everything apart and cleaned, I would shoot the barrel and see how it shoots. if it shoots alright keep it! If you are not happy with it, definitely check out EWK Arms, Eric makes awesome replacement barrels!

Get some photos of that rust bucket posted so we can see what you're dealing with! How is the condition of the shroud? If it's just the barrel /nut that are rusted and pitted you can give it your best to revive it and if it's beyond any useful life you can just order a new one

I guess, fortunately, the shroud is in fine condition. The barrel is separated from the shroud. The nut is still not budging, even after a good hour of just cleaning that rusted barrel and nut.
Note: The barrel is rusted INSIDE, not outside. (Well, the threading is rusted which is why the nut is stuck.)
Will upload some images, I cant see how the barrel could shoot accurately, but I dont know much about engineering and firearms. Maybe it is going to be usable?

Do you mean the interior (bore) of the barrel is rusted? If that's the case, I wouldn't use it. Order one from Erik (EWK ------------------> over there)

Here, finally, are some photos. Please keep in mind the following:
1. The barrel nut is still rusted on tight.
2. The barrel shroud is in fine condition, a little wearing of the bluing, but no rusting inside or out.
3. The barrel bore is what is indeed rusted.
4. These photos show the bore after approximately 40 minutes of cleaning. I do not know if it was old dirt, or spiders' webs, or what, but there was some natural material inside there that had to be cleaned and removed before I could even start on the rust. Please forgive my ignorance/noobishness/lack of knowledge....but that is why I am coming to you! Are the spiraling lines known as "Grooves"? And are the flat areas in between those spiraling lines known as "Lands"? Or do I have that backward? It looks like the spiral lines are rust free, but the flat spaces between the spiral lines ("Rifling"?) does appear to have beyond cosmetic rust- looks like pitting, and quite a bit of it.
Is this barrel salvageable with more cleaning? If so, how to do so? And, is it worth it?
Is it unsafe to attempt to fire a .38 special round out of a barrel in this shape?

Hard to tell from the pictures but it may be buildup and could possibly be removed and cleaned up.
I would try, in sequence, and thorough cleaning in between, soaking in penetrating oils overnight then follow with bore brushes. Then try a bore solvent or two, soaking overnight followed by bore brushes, then if all else fails, a light coat of naval jelly applied with a barrel swab being careful to not get any on the outside finish or other parts, let soak for 10-15 minutes, then clean thoroughly, repeat as required.
Sonic cleaners can also sometimes get the big chunks of rust and baked on crap also.
First, you are showing the barrel in the shroud. I thought you had removed the shroud. If so, get a new barrel and nut from EWK. Keep the old one for backup or throw it away. It will certainly not be unsafe to use but with a badly rusted on barrel nut it will probably always be a problem even if you can remove it. If the nut threads are damaged or the barrel pitted tou would have accuracy issues. IMHO , junk it.

Looks like severe leading from the pics. Kroil and some copper chore boy on a jag will take care of it, if so. If it is rust- I agree, get a new barrel and nut.

I have finally figured out how to release a stuck barrel nut on my Dan Wessen....Man took me for ever and gunsmith's threats to cut my barrel off.... Been stuck with the 4" barrel for over 15 years!!!!
So here is the trick that came to me in the shower one morning
Use some WD40 or any oil and soak for a couple of days.
Obtain an easy out screw extractor and place in the barrel and gently unscrew till the barrel gives and turns. (you will scar the barrel Inner Diameter, but that will be minimal and can be honed out with a small round file)
Once the barrel is broken loose and turns about 20° you can now get your wrench and loosen the nut.
I have designed my own nut out of hardened tool steel that actually grips the bottom rounded out corner of the spanner nut, so that if it is worn it can me removed with my special dang tool....it can even be used with a ratchet wrench
