The revolver dimensions should be largest at the cylinder throat and smallest in the bore. Either slug the cylinder throat or invest in a minus pin gauge set. I disassemble and slug the barrels but that's personal preference. When I size the cast boolet, I usually run .001-.002 over the cylinder throat size.
If you have a bore dimension greater than the cylinder throat (not including the forcing cone), you'll have leading issues and affects on accuracy. Easy to correct- have the throat reamed.
Technically, the glass is always full; half liquid, half air....
