Just a suggestion: remove the rear sight and soak it in Kroil or your favorite liquid for releasing rusted parts, for at least 24 hours. Do not force the adjusting screw because the head will strip out. These particular sights are tough to fix once they rust tight inside and they can be tricky to repair by replacement of the internal parts.
If the sight is a lost cause, the least expensive fix I know of is to purchase a new rear sight for a Ruger GP100 from Brownell's. They cost less than $20 plus shipping and they are a perfect fit for the DW.
If you decide to do some major surgery on the DW sight, I have the internal parts you or your gunsmith will need.
Good luck, sorry you are having problems, but I predict your DW will shoot accurately when you get the rear sight fixed or replaced, even if it is more than 30 years old.

To remove the sight you knock the roll pin out with an appropriate punch and wooden mallet. Then unscrew the elevation screw on top. Be careful because the springs underneath will go flying. No need to touch the windage screw. As far as I know , the left windage screw does not come off or turn. All adjustments are made to the right side. The windage screw is not involved in removing the sight.
Most gunsmith are not knowledgeable about Dan Wessons. At best it is usually a waste of money and at worst they can harm or destroy the gun. It is a shame you are having this experience. Dan Wessons are far more gun than most Smiths. Do you have a barrel tool? Send me your address with a PM and I will mail you a rear sight. You may send me the $ you think is appropriate or the sight back if it doesn't improve the accuracy or you decide to sell the gun.
