Hello DWF, I have a 15-2 here. I push down on the cylinder latch, and press the cylinder out. No issues there, however, the cylinder seems to move really stiff when it's open. It can even hold its position.I didn't have this issue until I was done shooting. Any suggestions?
I also posted a photo. The cylinder can hold this position all on its own as its so stiff.

Another binding issue can be if the Firing Pin Spring is broken. The Pin will stay out in the striking position and bind up the cylinder, so check that.
The firing pin does not even need to be broken. It's possible that the firing pin/spring just need a good cleaning. The "channel" that the firing pin operates in can get pretty loaded up with crud.
I went to a bookstore and asked the saleswoman "Were is the Self Help Section?" She said if she told me, it would defeat the purpose.

Do a thorough clean, including a strip down of the mechanism & the hinge point for the crane. You'd be amazed wow much dried gunk can get trapped inside the pivot, binding it up.

Excellent point. My helpful hint can be checked without even removing the sideplate. If the Firing Pin is protruding out of the hole, it will bind the cylinder, regardless of the cause (dirty, broken Spring, etc.).

Have you tried a few drops of oil on the pivot while open? Oil it and work it a few times to get it free. Probably just dry accumulation of gunk.
Anything worth doing is worth doing well.

All excellent advice, a modified Average Joe Tune Up (Average Joe Clean Up?) that does not include any stoning, smoothing, filing, etc., but does include a spring change and a thorough cleaning and lubrication works wonders with most small frame DW revolvers.
