Yes, they can, but ...
Differences in sights goes beyond whether they are adjustable or fixed rear sights. The front sights are at different heights between to two types as well.
So, a fixed rear sight model 14 with an adjustable rear sight model 15 barrel assembly installed will not shoot at POA.
So, if you have a Model 14 porkchop the 15 front sight Wil be too tall and the gun will shoot low. However, the 15 front sight can be filed down. The reverse is the problem. A 14 shroud on a 15 gun will shoot high and a new front sight has to be installed. EWK may have one.
TThe other trap is there is the 14 and 15 and there is the subsequent unofficial models 14-1 and 15-1. The 14-1 has a cut in the frame for a rear sight instead of a dovetailed sight on the top rail. The front sight is shorter than the 14. It would shoot high. Same situation with the 15-1. due to the rear sight being the shorter High Standard rear sight. The change from 14 to 14-1 happened around serial number 25,000.
