Obviously the finish is needing of attention. Any advice on how to "help" this gun out? Should I get it refinished? This is my first revolver period, so it's all new to me. It feels pretty solid, but I didn't go through the checklist yet provided here.
Just looking for whatever info I can glean from you all about the gun, as well as opinions on what I should do in regards to the looks.

After the checklist I'd give it a good cleaning, (buy a barrel nut wrench from EWK), set the cylinder gap and shoot it.
Other members can give advise on refinishing options.

Nice 14-1 (porkchop barrel shroud and fixed rear sight), my guess is it was probably a duty gun for police (state policeman), but of course just a guess. IMHO guns of this vintage should not be refinished (unless for reasons related to functionality) as the marks and wear are part of it's heritage. If you want a pristine gun, buy a pristine gun. Surface rust is easily removed by using 0000 steel wool and rem oil, rub lightly. This one looks to be a great shooter, follow BobAk's advice on cleaning and by all means, go shoot it.

I don't think I will refinish it, I was just curious. Is there an approximate manufacture date?
Also what would have been a fair price to pay?
I haven't checked cylinder gap yet, but the lockup is tight, just a *little* wiggle from side to side.
Overall, just holding it...I'm in love with it.

SteveCt should be able to give you a good date, I'm guessing mid-70's (sometime in 75 by my numbers). I bought a model 14 snubbie (porkchop shroud but with windage-adjustable only rear sight) a month or so ago for $350, nothing included, pretty good shape. Don't know if that was a good price or not, but that's what I paid for it! LOL

I have a tackle box Model 14 in similar condition. I paid $175 a few years ago. Shoots fine; looks ugly but I think mine has a bit more surface issues than yours.
I've got $70 tied up in this one.
I'm going to tear it down...give it a good clean...address some of the rust spots and go from there.
