Yes, it is true! Fixed barrel models in a range of lengths including 3", 5", 6", 7" and more were made at the Palmer, Mass. plant in 1996 I believe. The archives has an article discussing how accurate they are. They have heavy lug barrels with a distinctive sloped muzzle . I believe they made blue and stainless ,and also .44 mag. fixed barrel models. They show up at auction with regularity but are much less common than the interchangable models. They sell for a bit less than the regular 15-2 and 715 despite being scarcer. Good revolvers but most want the option to change barrels.

I have one of these said beasts. Mine is a 715-FB, with the 3" barrel, in 357 Magnum. I originally went into a local shop looking for a 2 3/4" Ruger Security Six, but walked out with this instead. I really like the feel, balance, and the overall handling of the gun. At some point, I will upgrade the rear sights to the Ruger Williams Fire-sights, and add an EWK fiber optic front.
It was my first revolver, and I must say, I have not regretted the purchase at all.
Here is a picture as it sits now, with a grip made by LB Custom Grips. The grip is made from "Tiger Maple", aka "Curly Maple". Holster is made by a gentleman at Old Gringo Holster.

Me personally, I like the fixed barrel feature. If I had the interchangeable style, I'd be tempted to buy all the different lengths, but I would only end up using one or two lol.
Overall, I REALLY like the revolver. 38 Specials are like 22's due to the heavier front barrel profile, and full-power 357's are not an issue at all. Makes for a nice flash and "BANG" due to the short barrel, but recoil is very manageable.

He had a bunch listed on eBay, that's how I found him. He only had ones for 4" models listed, and none had the shell-loops. I asked him to make me one for my 3" gun, with the loops, and that's what I ended up with.
He even took the time to take a picture of the holster before sending it, to make sure it was up to my satisfaction. By far, one of my best interactions with a company.
