Stinger, just read the whole post on picture uploading. They have had this problem since 2013 and no one has fixed it. This site has been a complete waste of my time. HDHIC

Click the paperclip at the bottom left of the box you type in then it's just click and play from there. Add files button, documents, gallery and select your pics. I do it from my phone.

My iPad does not show a paper-clip icon .. it only has three buttons on the left; "Smilies", "Options" and "Attachments". Under "Attachments", it wants you to 'drag and drop', which you can't do on an iPad (at least I don't know how).

Probably because it's identifying the iPad as a pc instead of a handheld device so you're getting the same page layout as a computer rather than the mobile page.

I'm sorry you are so frustrated with this. I don't have any experience with any of the "i" devices, and don't upload any pictures to any website. Although it is not the DWF preferred method, I host on PhotoBucket, which has always worked well for me, and I always have access to all of my pictures on all devices.
I went to a bookstore and asked the saleswoman "Were is the Self Help Section?" She said if she told me, it would defeat the purpose.

I should add that the URL link method works for me on my iPad too.
