Just so me are on the same page clarify that your rear sight is milled into the frame. The 14 has sights on top of the frame. If your gun is shooting high the front sight needs to be higher. The pin can be knocked out with a punch in either direction. A 15-2 sight can be used but a hole in the correct spot has to be drilled. You may have to file the 15-2 front sight down. Another option is to deepen the channel of the rear sight. A little at a time until it is the right elevation. The steel is going to be very hard but it is doable. That is the option I would use. Another option is to get a 14 shroud or even a 15. Their front sight blades are higher. You still may have to file them down. Hence, I like filing the rear sight better.

Correct, the rear sight is milled into the frame. I have an extra 15-1 shroud not realizing that the ejector rod wouldn't fit but I would rather leave that be and sell it back off if I could. If I could get a blank for a 15-1 that would be my preferred route but something tells me it won't be that easy.
