I recently contacted someone advertising gun services for Dan Wesson revolvers. We discussed the service but when it came to shipping he no longer has an FFL. So to ship I would have to ship directly to the vendor. My understanding is that this is not legal even for service.
I know now that a gun shipped for service can be shipped back to me directly. However, it's my understanding I would still need to ship to an FFL. The vendor I've used in the past all have had FFLs.

If you're shipping to someone in the same state you're good. You do have to use UPS, FedEX, or some other contract service.
I've had a gun shipped to me directly using UPS from an individual in the same state. If you're shipping out of state then it has to go to a FFL.
Q: May a nonlicensee ship a firearm by common or contract carrier?
A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.

You can ship your gun for repair out of state to 1) The manufacturer, 2) a licensed Gunsmith, or 3) to an FFL. No other choices.
Then that rules it out.
The vendor is none of the above from what I understand.

Satisfy my curiosity, what "gun services" for a DW goes to a non-FFL/non-Gunsmith?
NOT trying to be a jerk (that usually happens just by chance with me), but what service on the serial numbered frame is done by a someone not a gunsmith or FFL?
I went to a bookstore and asked the saleswoman "Were is the Self Help Section?" She said if she told me, it would defeat the purpose.

I contacted Blue Ridge Bluing and had an email exchange with Donald Lozier. I had asked if he could reblue a Norwich First Edition revolver and retain the laser engraving. He said he could, quoted a price, and offered to send his address if I wanted to go ahead. He also mentioned I would have to send it FedEx or UPS. I asked for his address and his FFL and mentioned I would either ship it myself or have my FFL ship it depending on the cost.
He emailed back and indicated he no longer had an FFL and doubted my FFL would be willing to ship to him. He is only doing a gun now and again.
So, he is not the manufacturer, does not have an FFL and did not indicate he is a licensed gunsmith although he has said he can and does do some repair work on DWs. I do not live in his state. I've shipped, had shipped and been shipped to enough that I think I know the law. I've used and FFL to ship and I've shipped some guns myself using FedEx and UPS. This is what I understand.
1. Any gun shipped to another state other than my own must go to an FFL.
2. Only an FFL can ship a handgun using USPS and they have to fill out forms and notify the USPS they are shipping a handgun.
3. Although it is not a legal requirement, if I ship using a "common carrier" both UPS and FedEx require I notify them I am shipping a firearm and require a copy of the FFL license of the licensee to whom I'm shipping the firearm. They also require overnight service. I know some people who take the attitude that they don't have to tell the shipper, but this is taking a risk if something should happen to the gun.
I believe that the requirement to ship to an FFL is primarily for the purpose of controlling gun sales so that the purchaser has to fill out a 4473 and abide by the laws for possession of a firearm in their state. Technically, it does not cover repair. However, I don't see any differentiation in the law that would allow me to ship a handgun to someone out of state without an FFL even for service. All the vendors I've used in the past have FFLs.
I would really like to take advantage of his service, but don't see how I can do it legally. However, if there is a wrinkle in the law that would allow me to do this legally, I'd love to be able to get the gun reblued by Blue Ridge Bluing.

He didn't say, just that he no longer had an FFL and he was doing more machine work and not many guns, perhaps as a result.
It was disappointing, but he mentioned someone else in NY that could do it and I'm waiting for a name and contact information.

That's kind of disappointing to hear. Again, sounds like something happened there, and the name you provided at Blue Ridge is not on familiar to us AFAIK.
Since you need to go elsewhere, take a look at Ford's

If I had a refinishing project pending, this is where I would go.
