Is this this a 15 with a 15-2 barrel attached?

I believe you are correct. It also has the Ruger blackhawk sight.

Every now & then we see a 15-2 BA installed on a Porkchop frame, it usually looks a bit odd. The Ruger style sights were used on the 15-1, the later model 15 Porkchop. Here's a couple comparison shots to help.
